Steve Bailey

Steve Bailey is the Chief Executive Officer (CEO) and Co-Founder of S2 Analytical Solutions. Steve is responsible for the corporate operations of the company and for setting the long term vision of S2. Steve has 22 years of experience supporting the DoD and the IC, specifically in the areas of geographic information systems, MASINT, targeting, and imagery analysis. Prior to the startup of S2, Steve was a Business Development Portfolio Manager and a Principal Systems Engineer with Lockheed Martin where he managed multiple engineering groups, supporting multiple IC agencies in the area of GIS development and integration.

CDR Bailey is a 20-year reserve and active duty veteran of the US Navy, having served with CNO-IP, J2, J7, DIA/NMJIC, ONI, EUCOM, AFRICOM, FAIRKEF, and USJFCOM as a joint certified Naval Intelligence Officer. Steve’s leadership roles included several Department Head, Executive Officer, and Commanding Officer tours of service. His personal awards and decorations include the Navy Meritorious Service Medal, Defense Meritorious Service Medal (2), Joint Commendation Medal, Navy Commendation Medal, Joint Achievement Medal, Navy Achievement Medal, Presidential Unit Citation (3), Joint Staff Badge, and various service and campaign medals.

Steve is a graduate of Millersville University of Pennsylvania and the US Naval War College. He has also completed MBA graduate studies at the University of Maryland.

Sam Burton

Sam Burton is the President and Co-Founder of S2 Analytical Solutions. Sam is responsible for quality of S2 deliverables and ensuring all our customer mission needs are being fully met. Sam has 16 years of experience supporting the Intelligence Community and Department of Defense, specifically in the areas of geospatial intelligence analysis and tradecraft, modeling and performance analysis, portfolio management, analysis of alternatives, software engineering, and large-scale systems integration. Prior to joining S2, Sam was the Director of Technical Operations for Lockheed Martin, managing the technical execution of over 400 personnel, providing systems engineering and integration across multiple CONUS and OCONUS geospatial systems and platforms.

Across his 16 year career, Sam has served in both business and technical leadership roles including Technical Director, Chief Engineer, Cost Account and Project Management. In addition to his role in S2, Mr. Burton currently serves as the Chief Engineer of an IC agency’s Systems Engineering and Integration Contract. Sam’s personal awards and decorations include the Lockheed Martin Prestige Award, Individual Excellence Award, Team Excellence Award, NGA Meritorious Service Award and various other division and unit awards.

Sam has both a Bachelor and Master of Science degree in Information Systems to compliment his various professional and technical certifications.

James Montgomery

James Montgomery, also known as “Monty”, is the Chief Operating Officer (COO) of S2 Analytical Solutions. Monty is responsible for the daily operations of S2, as well as new business capture and proposal development. Monty has 32 years of experience supporting the DoD and the IC, specifically in the areas of SIGINT, All Source Analysis, Software Engineering, and Ground Systems Architecture. Prior to joining S2, Monty was the Director of Operations for Harris Cyber Division where he built, staffed and managed a large scale Secure Cloud Data Center, 24×7 Network/Security Operations Centers, and Cloud Hosting Operations. His 16-year career with Harris included business and technical leadership roles including Programs Director, Chief Technology Officer, Director of Engineering, Sr. Engineering Manager, and Chief Engineer.

Monty is a retired Navy Intelligence Officer following 11 years in the US Navy Reserves and 12 years of active duty with the US Army. He supported ONI, AFRICOM, EUCOM, SOCOM, NSA, and INSCOM in leadership roles including Department Head, Division Officer, Branch Chief, Cell Team Lead, and Chief Instructor. Monty’s personal awards and decorations include the Defense Meritorious Service Medal (2), Joint Commendation Medal (2), Army Commendation Medal (2), Joint Service Achievement Medal, Army Achievement Medal, USAF Space Badge, and various service and campaign medals.

Monty has a Bachelor of Science degree in Computer Science from the University of Maryland and completed an Executive Leadership program at the Darden School of Business, University of Virginia.

Craig Lawless

Craig Lawless is the Director of Contracts and the General Counsel for S2 Analytical Solutions. He is responsible for directing the company’s contract management and legal functions. Craig has experience in both government and commercial sectors, focusing on systems engineering and integration, contracting, program management, intelligence and training. In his civilian career, Craig has led commercial and government organizations in contracting, litigation, strategic planning, marketing and governance at the local, state, national and international levels.

Craig has over 30 years with the U.S. Navy, including sixteen years on active duty. He recently served as the Director of Operations for the National Geospatial Intelligence College. His other active assignments at the National Geospatial Intelligence Agency include serving as Deputy Division Chief with the Xperience Directorate, Command Senior Briefer with the Office of Corporate Communications and Liaison Officer to the Intelligence, Surveillance and Reconnaissance Task Force. He has also served on active duty as an Executive Officer and Strategic Planner with a Joint Special Operations Task Force in Afghanistan, Crisis Planner with the Office of Naval Intelligence, Officer in Charge for U.S. Central Command targeting teams in Iraq, Operations Officer with U.S. European Command J2, Courts Martial Trial Counsel at Naval Training Center Great Lakes, NATO Air Intelligence Officer in Charge for the Balkans and has deployed aboard submarines and surface warships. He is a former Navy Enlisted Cryptologic Technician. Craig is a currently a Captain in the Navy Reserve and has commanded three reserve Units.

Craig received his Law degree from the Illinois Institute of Technology, Chicago Kent College of Law, with certification in Litigation and Alternative Dispute Resolution. He received his Bachelor of Science in Marketing with Honors from the University of Illinois. Craig also received his Naval Command and Staff diploma from the Naval War College.

Wilson Ouyang

Wilson Ouyang is the Director of Finance and Administration of S2 Analytical Solutions.  He is responsible for the company’s daily financial and administrative activity.  Wilson has 20 years of diverse experience in both commercial and government, specifically in the areas of Financial Management, IT Portfolio Management and Enterprise Architecture.

During his 20-year career, Wilson has served in both strategic and technical roles including IT Budget Management, Expeditionary Architecture, Net-Centric Data Strategist, Project Manager, Web Services Architect and Configuration Manager supporting clients at NGA, DOJ, DoD CIO, DHS ICE, NIH and NASA. His notable honors and awards include Meritorious Unit Citation from DNI, execution of over $74 million of NSG Enhancements to Support Warfighters, and delivering over $36 million of IT solutions to Iraq and Afghanistan for Rapid Technology Insertion.

Wilson received his Bachelor degrees in Biomedical Engineering from Johns Hopkins and Medical Technology from Oregon Health Sciences University. His graduate degrees include MFA from University of Michigan and Information Systems Management from the University of Maryland.

Gary Higgins

Gary Higgins is the West Region Lead for S2 Analytical Solutions in St. Louis, MO.  Gary has been supporting the DoD and IC for 18 years specifically in the areas of IMINT, geospatial analysis, systems integration, acquisition, geospatial applications testing and systems engineering.  Prior to joining S2, Gary held progressive roles supporting the agency in lead positions, including the NGA Data Center-West Transition, Integration Lead supporting DoD BRAC initiatives, and as the Deployment and Integration Lead for one of NGA’s ASP Program Management Offices.  

Gary started his career in the U.S. Air Force as an imagery analyst supporting the PACOM U-2 mission in Korea and SPACECOM and STRATCOM supporting the monitoring of the bilateral Strategic Arms Reduction Treaty (START) between the U.S. and the former U.S.S.R.  Gary’s personal awards include the Joint Service Achievement Medal, NGA Service Appreciation Award along with other service and campaign medals and Agency recognition Awards.

Gary earned completed his Bachelors of Science degree at Excelsior’s College in New York.
